Joe practised as a Barrister and Solicitor in New Zealand for 10 years prior to signing the Bar Roll and reading in the Chambers of now Federal Court Justice Alan Goldberg. Until his appointment as a Magistrate in 1994 Joe conducted a general practice with an emphasis on criminal jury trials, civil jury trials specialising in industrial accident personal injuries and Family Law.

Joe has a particular interest in Racing Law and from 1974 to 1994 appeared before a variety of Thoroughbred and Harness Racing Tribunals in Victoria, New South Wales, Tasmania and West Australia. During this time he appeared for the VRC Stewards, HRV Stewards and numerous appellants in both codes.

From 1993 to 2001 Joe was a member of the Board of Harness Racing Victoria and the Australian Harness Racing Council where he was the Vice President in 2000/01.

Joe retired as a Magistrate in December 2009 having spent the last 8 years on the bench sitting almost exclusively in the civil and work cover jurisdictions in the Melbourne Court. He has a special interest in mediation and Alternative Dispute Resolution and is an accredited Victorian Bar Mediator.
